
2020 emergency income is a new measure in Italy, part of the country's most recent decree law for the reopening of the country after the coronavirus crisis. Emmanuela Bertucci, a lawyer at the Association for Users' and Consumers' Rights in Italy (ADUC), helps us to explain what it is, how it works, to who is eligible, what the amount is and how to apply for this economic subsidy.
With regard to the urgent measures in the field of employment and social policies, the "re-launch" decree law, recently published in the Official Gazette, has ordered the introduction for the month of May of this emergency income (known as REM). As highlighted in Article 82, this is an extraordinary income support for "households in economic need as a result of the COVID-19 health emergency" according to certain characteristics. "Applications for the REM must be submitted by the deadline of the end June 2020 and the benefit will be paid in two instalments", each equal to the amount of 400 euros. - What is the emergency income introduced by the 2020 decree law for reopening Italy and how does it work?
"This income is an economic contribution aimed at households who, due to the COVID-19 health emergency, find themselves in particular economic difficulties. The decree law regulates the requirements for applying for it, how and when to apply and cases of exclusion".
- Who is responsible and what are the requirements for obtaining this emergency income?
"Households that have, at the time of submitting the application, the following requirements will be eligible for the subsidy: residence in Italy, family income for the month of April lower than the amount of the REM that could be paid to the individual household; assets of less than 10,000 euros (to which you add 5,000 euros for each member after the first, up to a maximum of 20,000 euros, 25,000 euros if one of the members of the household is in a condition of severe disability or non-self-sufficiency) and an ISEE (the equivalent economic situation indicator) of less than 15,000 euros".
What is the amount of the emergency income allowance?
"The basic payment is 400 euros, which can be up to 800 euros depending on the ISEE equivalence scale applied according to the number of members in the household. If one of the members of the household is in a condition of severe disability or non-self-sufficiency, the total amount of the REM may reach 840 euros. The final amount will be paid in two instalments, each of the minimum amount of 400 euros".
- How do you claim the 2020 emergency income?
"The subsidy can be applied for by submitting an application to the INPS (National Institute for Social Security in Italy) by the end of June 2020 through the CAF (tax assistance centres) affiliated with INPS".
- Are there cases in which it cannot be requested?
"There are also many exclusions. Those who, in their household, have a member who gets a direct or indirect pension (excluding the ordinary disability allowance) are not eligible, as well as those who, at the time of submitting the application, have an employment relationship with a gross monthly salary higher than the REM amount; citizenship income earners and similar measures; those who have already enjoyed the 600 euro bonus detailed in the "Cura Italia" decree; those serving a prison sentence at the time of submitting the application; and those who are admitted to RSA (health care residences) with fees charged to the State or other public administration.
Finally, the decree law states that, if subsequent checks and inspections reveal a lack of eligibility regarding the requirements (this leads us to assume that it will be paid initially without a thorough investigation), the applicant will be required to return the amount received and will incur the penalties imposed by the law".
