
Italy's unemployed mothers' bonus (also known as the municipalities' maternity allowance) has been confirmed for 2023. Let's find out what it is, how to apply for it and what requirements INPS (National Institute of Social Security) has outlined in order for mothers to be eligible.
What is the unemployed mothers' bonus in Italy?
The unemployed mothers' bonus, also known as the municipalities' maternity allowance, is a welfare benefit granted by the municipalities but paid by the Inps. It is aimed at mothers without a job and with a low household income.
Requirements for the unemployed mothers' bonus
To be eligible for the unemployed mothers' bonus, certain requirements must be met, such as:
- Italian or EU citizenship with residence in Italy or non-EU citizenship with a regular residence permit;
- Certain income parameters established each year must be met (last year the ISEE (Equivalent Economic Situation Indicator) had to be less than €17,747.58)
- Applicants must not have any social security coverage or must have it within a certain amount set annually;
- Applicants must not be in receipt of any other maternity support provided by the State, even if the allowance in question is less than the bonus (in which case they may receive a reduced amount).
Unemployed mothers' bonus: how to apply
The application for the unemployed mothers' bonus in Italy must be submitted to the municipality of residence, which is called upon to verify the existence of the legal requirements for granting the benefit. The application must be made within six months of the birth of the child or of the actual entry into the family of the child adopted or in pre-adoptive foster care.
The unemployed mothers' bonus allowance cannot be accumulated with other social security benefits, except if you are entitled to receive the differential share from the municipality. In addition to the Isee certificate, a self-certification must be attached to the application in which the mother must declare under her own responsibility:
- that she meets the requirements of the law for the grant of the allowance (residence, citizenship, etc.);
- that she has not submitted, for the same child, an application for maternity allowance paid by the State.
The amount of the allowance is revalued each year on the basis of the change in the ISTAT consumer price index. The Institute publishes the amount each year in the Circular on Conventional Average Salaries.
