Buying a home in Italy’s major cities is becoming increasingly challenging. In November 2024, the average property price for homes on the market in Italy stood at €1,873 per square metre. However, the situation is even more prohibitive in Milan, the most expensive property market in the country (€5,043 per square metre). Prices are also high in Rome (€3,077 per square metre) and Naples (€2,815), which is why more and more buyers are focusing their searches on the surrounding areas. Let’s explore the most affordable towns to purchase a property in these three provinces.

Towns with average property prices below €1,000/m²

The report analysed 218 towns across the provinces of Rome, Naples, and Milan. Of these, 124 recorded average property prices below the national average (€1,873/m²). The top ten in this specific ranking features eight towns in the outskirts of Rome, interrupted by two towns from the province of Naples. Notably absent is the province of Milan.

The podium for the most affordable towns to buy a home in these three major markets is occupied by towns in the province of Rome: Civitella San Paolo (€786/m²), San Polo dei Cavalieri (€791/m²), and Sant’Oreste (€802/m²). These are followed by Poli (€840/m²) and Segni (€874/m²), with the first entry from the province of Naples appearing in sixth place: Roccarainola (€878/m²).

The ranking continues with three more towns in the province of Rome: Marcellina (€887/m²), Mazzano Romano (€910/m²), and Genazzano (€936/m²). Rounding out the top ten is Saviano in the province of Naples, at €948/m².

Overall, there are three additional towns with average property prices below €1,000/m²: Subiaco, Montelibretti, and Olevano Romano.

Towns with property prices below the national average

To find the first town in the province of Milan, you need to go down to 18th place, where Turbigo appears (€1,042/m²). Further down, in 31st and 32nd places, are Robecchetto con Induno (€1,200/m²) and Castano Primo (€1,244/m²), which both exceed the €1,200/m² mark.

More broadly, the province of Rome has the highest number of towns with average property prices below the national average, with 51 out of 65 municipalities surveyed. In the Naples province, 33 out of 50 towns have average prices under €1,873/m², while in the province of Milan, only 39 out of 103 surveyed towns fall below the national average for residential property values.

The most expensive towns to buy a home

Looking at the most expensive towns to buy a home in the provinces of Rome, Naples, and Milan, the situation shifts dramatically. The top three spots are all in the Naples area: Capri (€9,647/m²) takes first place, followed by Anacapri (€7,463/m²) and Sorrento (€7,167/m²).

Segrate, in 10th place, is the most expensive town in the Milan province (€3,435/m²). Meanwhile, in the province of Rome, Frascati (€2,794/m²) is the priciest option for those looking to purchase a home.
